• Deep State 1 – the people who know what is going on at a technical level and how to accomplish things – government bureaucrats and analysts – – Subject Matter Experts
• Deep State 2 – there is an assumption that there is a strong monoculture among high level generals, bureaucrats and the like – all of them will act within the limits of that monoculture, and not the greater American culture – this will have the appearance, and sometimes reality, of subverting the will of the people as government action will consist of whatever the voters decide that government officials will agree to do
• Deep State 3 – an active, coordinated conspiracy among high level generals, bureaucrats and the like to accomplish specific goals not related to the will of the people
